Окупаційна політика Угорщини на Закарпатті у 1939 – 1944 рр. та її наслідки для сьогодення

Розкриваються національно-визвольні змагання на Підкарпатській Русі у першій половині ХХ ст., роль місце- вої еліти у досягненні автономії та державності Карпатської України, визначальний вплив міжнародних відносин на її долю. Аналізуються основні фактори, що сприяли розвитку та перемозі українських державотворних процесів на усіх їх ет- нічних теренах. Це – падіння під воєнним тягарем через активну участь у Першій світовій війні Російської імперії, Центральних держав та їх розпад, зокрема Австро-Угорщини, піднесення національно-визвольних змагань народів цієї монархії, її розчленування і утворення на її місці 6-и нових дер- жав, сприятливі міжнародні умови для реалізації права на самовизначення лише для окремих поневолених народів, вигідних для країн Антанти. Звертається увага на державотворні процеси у Підкарпатській Русі у міжвоєнний період. Серед таких: автономія 21 грудня 1918 р. у складі Угорської Народної Республіки та 2 квіт- ня 1919 р. у складі Угорської Радянської Республіки; автономія 11 жовтня 1938 р. у складі Чехословацької Республіки (ЧСР), державність Карпатської України 15 березня 1939 р., возз’єднання Закарпатської України 27 листопада 1945 р. з УРСР у складі СРСР. Наголошується, що останні дві події вивищуються над усіма іншими, оскільки вони стали доленосними у житті українців Закарпаття на тернистому шляху формування соборної і незалежної Української держави у кінці ХХ ст. Зроблено висновки, що виразниками політичного обличчя Закарпаття у ХХ ст. у складі ЧСР були місцеві діячі, вихідці з українсько-угорських родин, діяння яких відповідали загально- демократичним цінностям і служили інтересам цих двох ет- носів, які домінували у краї. Підкреслюється, що основу визвольних змагань у чеський період складала ідеологія українофільства, яка зреалізувалася завдяки сприятливим міжнародним чинникам – федералізації й розпаду ЧСР. Під час перебування Закарпаття у складі Угорщини у краї взяли гору політичні сили, які відстоювали набуття територіальної автономії, заперечували проукраїнську та прорадянську політику. У їх діяльності запанувала угро-русинська ідеологія, спрямована на об’єднання усіх русинських земель (Закарпаття, Пряшівщини, Мароморощини) у складі Угорщини, як це було до розпаду Габсбурзької монархії. Вони сприяли зміцненню панування унітарної Угорської держави, стали реалізаторами угро-русинської політики, формуванню з українців цього краю самостійної русинської нації, як 4-ї повноцінної східнослов’янської нації серед «русской», білоруської та української. Зазначено, що наслідки діяльності Угорщини у Закарпатті у 1939-1944 рр. свідчили про значний відступ у політико-правовому та демократичному розвитку краю у порівнянні з чеським періодом. Такі висновки обгрунтовано на основі наступ- них факторів. Важливою причиною цього була війна та несприятлива міжнародна обстановка. Тоталітарна форма правління в Угорщині, воєнно-жандармський порядок, унітарне управління Закарпаттям, непроведення парламентських виборів, ненадання Угорщиною автономії для переважаючих українських русинів Карпатської території, запровадження одномовності замість проголошеної угорсько-русинської двомовності у всіх сферах адміністративного та повсякденного життя, анулювання земельної, освітньої та адміністративної реформ часів ЧСР, заборона діяльності проукраїнських організацій та використання рідної мови, безуспішні спроби витворити з русинів окрему націю, кодифікувати русинський діалект і зробити його повноцінною літературною мовою русинів. Людські й матеріальні ресурси Закарпаття стали джерелом забезпечення потреб Угорщини у німецько-радянські війні. Великі страждання випали на долю провідних етносів Закарпаття (українських русинів, угорців, німців, євреїв, циганів). 20% жителів Закарпаття загинули у період Другої світової війни війни та у перші повоєнні роки, що є найвищим показником людських і матеріальних втрат серед країн учасниць тієї війни. Підтверджується те, що українська національна ідея, українська мова в Закарпатті, незважаючи на утиски та за- борону у 1939-1944 рр., залишалися незнищуваними. Місцева інтелігенція і самі члени Наукового товариства Закарпаття (НТЗ) користувалися українською літературою та мовою, норми якої клалися в основу різних проектів русинської мови, що знаходили підтримку серед місцевого населення та учнівської молоді. Діяльність угорської влади на Закарпатті, спрямована на формування окремої русинської нації та її мови, виявилася непродуктивною. Окремої русинської мови так і не було створено, а місцева мова, як діалект української, продовжувала домінувати серед руського населення Закарпаття як розмовна. Відзначається, що русини в Угорщині на законодавчому рівні визнані як окрема серед 13 національних меншин, що мають значні культурно-освітні права. Ціла група сучасних фахівців Угорщини та Закарпаття, а також інших країн продовжує курс своїх колег міжвоєнного часу і все настирливіше добивається, щоб на міжнародному рівні було визнано існування окремої русинської нації та її мови як 4-ї серед східнослов’янських народів – «русских», українців, білорусів та русинів. У нинішні часи вони: продовжують доводити, що основна частина русинів проживає у Закарпатті, Словачині, Польщі, Румунії, Сербії, Хорватії; зараховують більшість українців Закарпаття та інших країн до русинів, що є політичним шахрайством; уникають повідомляти про кількість українців, які проживають у цих країнах, що у жодній з цих країн проживання українці/русини не мають автономії. Наголошується, що оцінка Акту возз’єднання українських русинів Закарпаття з Радянською Україною 27 листопада 1945 р. як доленосного у їхній тисячолітній історії цілковито підтвердилася лише після того як Україна з розпадом СРСР здобула незалежність. Без такої перспективи, що відбулася, перешкоди для періодизації епохи варварства та цивілізації в історії Закарпаття були б нездоланними, а основні висновки, зроблені за наслідками аналізу перебування Підкарпатської Русі у складі Угорщини у 1939-1944 рр., залишалися б недоведеними.
